Lancement du projet « Conservation des zones écologiquement sensibles au Liban » CESNA-LB

T.E.R.R.E.Liban a l’honneur de vous annoncer le lancement du projet « Conservation des zones écologiquement sensibles au Liban », CESNA-LB, financé par la délégation de l’Union européenne et mis en œuvre en partenariat avec l’Université de la Sagesse et le Lebanon Eco Movement. 

Les objectifs spécifiques du projet sont les suivants :

1) Identification des zones écologiquement sensibles

2) Ouvrir la voie à la conservation des zones écologiquement sensibles par la conception et le développement d’outils pour des politiques environnementales innovantes

3) Améliorer les capacités de surveillance des risques et violations environnementaux, réduire risques et y répondre dans les zones 

Ce projet de 24 mois vise à surmonter les défis et obstacles traditionnels qui limitent la conservation de la biodiversité et la protection des écosystèmes dans les zones écologiquement sensibles au Liban en développant des outils politiques innovants complétés par des initiatives de conservation communautaire. 

Lebanon is recognized for its biodiversity richness. The country observes one of the highest densities of flora diversity in the Mediterranean basin as it hosts 1.11% of the world’s plant species in addition to 2.63% of the mammal, bird and reptile species. Around 8.5% of the terrestrial flora are broad endemics and 3.5% are strict endemics of Lebanon. 

In this context, Environmentally Sensitive Areas (ESA) are mostly natural places which are vital to the long-term in-situ conservation of biodiversity and maintenance of other natural resources. In general, they include wildlife habitat areas, steep slopes, high mountain lands, coastal areas and wetlands among others. However, Lebanon has continuously experienced an increased pressure on several ESA sites without having practical and efficient tools for their protection and conservation.


Accordingly, T.E.R.R.E. Liban announced the launching of the “Conservation of Environmentally Sensitive National Areas in Lebanon”, CESNA-LB project, funded by the EU Delegation and implemented in partnership with La Sagesse University and Lebanon Eco Movement.
This 24-month project aims at overcoming traditional challenges and obstacles restraining biodiversity conservation and ecosystem protection of ESA in Lebanon through the development of innovative policy instruments complemented by community-based conservation initiatives.

The specific objectives of the project are to:

1) Identify Environmentally Sensitive Areas (ESA),

2) Set the ground for proper conservation of ESA through the design and development of innovative policy instruments,

3) Improve capabilities for monitoring of environmental risks and violations and support risk reduction and response in ESA notably through the engagement of local community groups.


The project involves a participatory approach for proposing innovative legal instruments and tools which can efficiently support the conservation of the identified ESA. In addition, a crowd-sourcing method accompanied by an online platform is foreseen to help in monitoring the state of ESA and systematically reporting on potential environmental violations.


Overall, the designed tools in addition to the foreseen capacity building and awareness activities are expected to play a positive role in the conservation of ESA therefore avoiding further ecological disturbances and degradation of natural resources.

يشتهر لبنان بتنوعه البيولوجي الغني إذ يشهد واحدة من أعلى معدلات تنوع النباتات في حوض البحر الأبيض المتوسط، حيث ينمو فيه 1,11 % من أنواع النباتات في العالم (3.5% مستوطنة بشكل حصري في لبنان) بالإضافة الى 2.63 % من الثدييات والطيور وأنواع الزواحف.في هذا السياق، إنّ المناطق الحساسة بيئياً (ESA) هي في الغالب مواقع طبيعيّة التي تعتبر أساسيّة للحفاظ على التنوع البيولوجي للمواقع على المدى الطويل وصيانة الموارد الطبيعية الأخرى.فبشكل عام، تشمل هذه المناطق مواقع موائل الحياة البرية والمنحدرات الشديدة والأراضي الجبلية العالية والمناطق الساحلية والأراضي الرطبة وغيرها.بالرغم من ذلك، فقد تعرض لبنان باستمرار لضغوط متزايدة على العديد من المناطق الحساسة بيئياً دون أن يكون لديه أدوات عملية وفعالة لحمايتها والحفاظ عليها.وبناءً على ذلك، أعلنت جمعية الأرض – لبنان عن إطلاق مشروع “الحفاظ على المناطق الحساسة بيئياً في لبنان” CESNA-LB، المموّل من بعثة الاتحاد الأوروبي والمنفذ بالشراكة مع جامعة الحكمة والحركة البيئية اللبنانية. يهدف هذا المشروع الذي يمتد على 24 شهراً الى التغلب على التحديات والعقبات التقليدية التي تقيّد الحفاظ على التنوع البيولوجي وحماية النظام البيئي للمناطق الحساسة بيئياً في لبنان من خلال تطوير أدوات لسياسات مبتكرة تكملها مبادرات المحافظة المجتمعية. تتمثل الأهداف المحددة للمشروع في: 1) تحديد المناطق الحساسة بيئياً 2) تمهيد الطريق للمحافظة على المناطق الحساسة بيئياً من خلال تصميم وتطوير أدوات لسياسات بيئية مبتكرة.3) تحسين القدرات لرصد المخاطر والانتهاكات البيئية والحد من المخاطر والاستجابة لها في المناطق الحساسة بيئياً ولا سيما من خلال إشراك مجموعات المجتمع المحلي.يتضمن المشروع نهجاً تشاركياً لاقتراح أدوات قانونية مبتكرة يُمكن أن تدعم بفعالية الحفاظ على المناطق الحساسة بيئياً.بالإضافة الى ذلك، من المتوقع إتباع أسلوب الحشد الجماعي lللمصادر مصحوباً بمنصة عبر الإنترنت للمساعدة في مراقبة حالة المناطق الحساسة بيئياً والإبلاغ المنتظم عن الانتهاكات البيئية المحتملة.بشكل عام، من المتوقع أن تلعب الأدوات المصممة بالإضافة الى أنشطة بناء القدرات والتوعية دوراً إيجابياً في الحفاظ على المناطق الحساسة بيئياً وبالتالي تجنب المزيد من الاضطرابات البيئية وتدهور الموارد الطبيعية.
